This poster, in protest of the Vietnam war, decries both the position of Washington as well as that of Hanoi, i.e., neither the Americans nor the communists in Vietnam. This was a play on a popular slogan “Neither Washington nor Moscow,” a viewpoint of those on the left that both disagreed with the capitalist politics of the United States as well as the Stalinist regime in the USSR.
