A strategy paper written by Percy E. Sutton and presented at the 1972 National Black Political
Convention. Sutton was the first Black borough president of Manhattan, a position he held from 1966 to 1977. He was a Freedom Rider, ran a hard-fought but unsuccessful campaign for Mayor, invested heavily in black-owned media in NYC, and served as Malcolm X’s legal counsel. Sutton is also known for representing Malcoln X after his death and securing a resting black for his body when many cemeteries were unwilling to accept him.
